Plan Commercial Price Proof

What it answers

Dry-run a bounded commercial fact_rate proof. Requires payer, version_id, state, and code. Plans Iceberg files/bytes before materializing rows, and returns a receipt-shaped plan. On no_match (version_id not found) the value includes `available_versions`: the version_ids that do carry rows for that payer/state/code, so an agent can pick a valid one. version_ids are payer-scoped strings, not bare YYYY-MM.

What comes back

Typed rows plus provenance on every answer: the public source file, its vintage, the methodology, and a response_hash you can replay. Prove and replay tools turn any number into a re-runnable receipt. A number the data cannot support comes back as “not in the data”, never as zero.
